About Leary & Partners
Our company has a long-term involvement with strata titled and retirement village complexes, which dates back to 1977. We service one of the largest strata titled and retirement village asset reporting portfolios in Australia.
To date our company has prepared reports on more than 17,000 strata titled buildings around Australia including Central Park (Sydney), Q1 (Surfers Paradise), Dockside (Brisbane), Yarra’s Edge (Melbourne) and Observation Rise (Perth). We have provided more than 40,000 individual reports to strata owners.
DAVID LEARY FAIQS CQS - Managing Director
David is a Quantity Surveyor with more than 40 years professional experience. He is a fellow of the Australian Institute of Quantity Surveyors with Certified Quantity Surveyor designation. He commenced his professional career working for construction contractors preparing tender estimates from first principles for all types of projects including hospitals, office buildings, residential and commercial buildings, bridges and water reservoirs. At around thirty years of age he changed focus to strata titled buildings and established Leary and Partners Pty Ltd.
Since that time David has been directly involved with the preparation of numerous specialist reports including Caretaker Duties Valuations, Caretaker Performance Reviews, Assignee Caretaker Competency Assessments, Tender Facilitation Reports, Maintenance Reports, Sinking Fund Forecasts and Replacement Valuations. He is frequently required to provide expert evidence in strata related matters appearing before QCAT.
KAYLENE ARKCOLL BSc QS MAppLaw AAIQS AIMM- Partner
Kaylene joined Leary & Partners as a quantity surveying cadet in 1990. After many years as a senior consultant she became a partner in 2014.
As our legislative specialist, Kaylene’s areas of consultancy include complex depreciation claims, multi-entity cost share schedules, strata contribution entitlement schedules and retirement village maintenance funding. She also supervises the company’s other regulatory based services.
Kaylene holds a Bachelor of Science (Quantity Surveying) and a Masters of Applied Law (specialty Tax Law). She is a registered tax agent, a member of the Australian Institute of Quantity Surveyors, Australian Institute of Management and Strata Community Australia (Qld) [as a Strata Services Nominee].
Committed to developing practical, real-world legislation, Kaylene has been part of the consultation process for numerous strata and retirement village acts. She is a long standing guest lecturer in taxation depreciation at the QUT and currently a member of Strata Community Australia (Qld)’s legislative panel and a Queensland Justice of the Peace.
BLAKE ROONEY MAIQS CQS - Partner
Blake joined Leary & Partners in 2007 as a cadet while completing his degree at Queensland University of Technology. He graduated as a qualified Quantity Surveyor in 2009 and became a partner at the firm in 2014.
He specialises in asset management services, particularly for complex, multi-layered strata schemes and retirement and aged care facilities. He also oversees the training and development of new team members.
In addition to a Bachelor of Applied Science in Quantity Surveying, he holds a Diploma in Information Technology and is a registered tax agent with the Tax Practitioners Board. Blake is a member of the Australian Institute of Quantity Surveyors and a Certified Quantity Surveyor.
Passionate about all aspects of the built environment, including architecture, design, facilities management, and sustainability, Blake keeps up-to-date with current trends and technologies to ensure best practices in his work.
