Compliance priorities for Queensland park operators
Queensland manufactured home park operators face new legislative requirements under Section 86B of the Manufactured Homes (Residential Parks) Act 2003. Ensuring compliance while managing physical assets requires proactive planning.
Interim Plans: The Current Compliance Priority
Since 7 June 2026, residential parks have been legally required to have an Interim Maintenance and Capital Replacement Plan (unless exempt under Section 23 of the Regulation). Operating without one is a significant statutory and reputational risk.
- Transitional concession: Instead of 10-year forecasts, only requires short-term maintenance, repair and replacement forecasts until 31 December 2027.
- Transition Deadline: Must be upgraded to a standard 10-year plan starting no later than 1 January 2028.

Revision to full 10-year MCRP
A mandatory home owner consultation process must start at least 90 days before the 10-year plan commences on 1 January 2028. Don’t underestimate the work required to upgrade to 10-year maintenance, repair and replacement forecasts. Early internal engagement and preparation are essential.
